The Challenge

Harris County, Texas, needed a strategic partner to disperse and manage $915M in Federal Recovery Funding. The County partnered with Safal to effectively:

  1. Establish and manage comprehensive oversight for a portfolio of 90+ projects to maximize taxpayer value through rigorous project management and tracking.
  2. Coordinate with nearly 90 unique organizations to strengthen local government capacity to manage and deploy federal funding effectively.
  3. Build sustainable internal capacity for long-term program management to create sustainable infrastructure for future federal grant management.

The Solution

Safal provided strategic program management in the following ways:

  1. Supported project approval and implementation for five priority areas: Health, Housing, Jobs & Education, County Operations, and Justice & Safety.
  2. Developed and monitored project management and data collection processes used across all ARPA-funded programs.
  3. Ensured systems innovation for data collection and federal reporting creating data collection user guides and coordinating submission of 11 Project and Expenditure Reports to the U.S. Department of the Treasury.
  4. Provided capability building and support hosting monthly office hours, project managing 20+ onboarding sessions for County staff, and developing project implementation materials and training resources used in over 50 project kick-off meetings.
