Safal is leading the development and implementation of the U.S. Department of Labor’s (DOL) first-ever Registered Apprenticeship (RA) Academy—a national learning platform designed to provide standardized and scalable education and training for the national RA system. Through a combination of instructional design, multi-modal course delivery, stakeholder-informed content, and a centralized resource repository, the RA Academy serves sponsors, apprentices, investment partners, registration agencies, and federal partners with flexible and relevant training to support program success and compliance.

The Challenge

The RA Academy is designed to address key apprenticeship knowledge, application, and compliance challenges for a nationwide system of stakeholders—including sponsors, apprentices, DOL-funded investment partners, registration agencies, training providers, and federal partners. These groups vary widely in their roles, experience levels, and support needs, requiring high-quality, differentiated training to ensure consistent implementation and success. The RA Academy addresses the following core challenges:

  1. Inconsistent understanding of federal regulatory requirements across stakeholder groups, leading to compliance risks and variability in program quality.
  2. Limited access to centralized, high-quality, and stakeholder-specific training resources, resulting in fragmented learning experiences and inefficiencies in program implementation.
  3. Lack of clear, standardized communication to apprentices about their rights, responsibilities, and available resources, reducing engagement and support throughout their program journey.

The Solution

Safal provides a holistic, system-level training solution for the DOL Office of Apprenticeship (OA), grounded in a deep understanding of the RA ecosystem, federal and state RA compliance requirements, and best and promising practices for high-performing RA programs. Our approach is structured around our core pillars:

  1. Stakeholder engagement through data analytics, assessments, and focus groups to inform content updates and drive engagement strategies. Executing a strategic communications plan across digital platforms, live events, and newsletters to increase awareness and participation in the RA Academy.
  2. Continuous improvement of training by conducting a national training landscape scan to identify field-wide training gaps by stakeholder type, ensuring content development aligns with the evolving needs of sponsors, apprentices, investment partners, and other RA stakeholders.
  3. Instructional design, delivery, and resource development building a comprehensive training catalog of multimodal training formats with a focus on meeting learners where they are with interactive, industry relevant, and regulation compliant content.
