The U.S. Department of Labor’s Veterans’ Employment and Training Service (DOL/VETS) National Veterans’ Technical Assistance Center (NVTAC) delivers comprehensive training and technical assistance to Homeless Veterans’ Reintegration Program (HVRP) grant recipients and to organizations dedicated to helping veterans experiencing or at risk of homelessness secure meaningful employment. Safal leads NVTAC, equipping both new and established grant recipients with personalized coaching, evidence-based practices, and support to achieve strong outcomes for the veterans they serve. Grant recipients receive ongoing capacity-building support through monthly webinars, virtual learning courses, peer-to-peer learning opportunities, targeted on-demand microlearning videos, and individualized one-on-one coaching for those seeking deeper guidance. NVTAC maintains a strong, collaborative relationship with federal leadership and ensures nationwide coverage of HVRP activities. NVTAC also conducts proactive outreach to organizations serving veterans and individuals experiencing homelessness, helping them understand the value of HVRP and encouraging eligible providers across all states to apply.

Overview

Safal Partners strengthens public programs through data-driven technical assistance (TA) and capacity building.

As the lead for the DOL VETS National Veterans Technical Assistance Center, Safal helps VETS ensure that HVRP grant recipients operate their federally funded programs effectively and in full compliance with federal requirements to improve outcomes for veterans experiencing or at risk of homelessness.

The Challenge

With more than 160 Homeless Veterans’ Reintegration Program (HVRP) grant recipients nationwide, inconsistent program quality and delayed engagement with NVTAC can lead to early performance issues and corrective actions for grantees, resulting in poor outcomes for veterans experiencing homelessness.

Through leadership of NVTAC, Safal Partners helped DOL/VETS by:

1. Providing guidance on Funding Opportunity Announcement (FOA) development to require that grant recipients meet with an NVTAC TA coach in the first quarter of their grant activity to support positive grant outcomes.

2. Pairing TA coaches with grantees for ongoing, proactive resources and wraparound support with federal staff.

3. Capturing baseline data and providing necessary guidance to strengthen performance and efficient investment of federal grant dollars.

The Solution

Safal provides expert TA to all HVRP grant recipients nationwide, including 63 new and 100 continuing in PY25. By advising VETS on FOA requirements to include first-quarter TA consultations, Safal ensures HVRP grantees’ early alignment on compliance and performance expectations, reducing the risk of corrective actions, and equipping recipients to operate efficiently, responsibly, and in full compliance from program launch. Our homeless veteran services team accomplished this through:

1. Individualized Consultations for Grant Recipient Success by setting up 1:1 meetings for new HVRP grantees with a TA coach and providing clear direction on federal requirements, performance expectations, and allowable costs.

2. Actionable Guidance and Proactive Planning by turning insights from consultations into simple, actionable steps to improve programmatic processes and providing early guidance to help recipients anticipate challenges, align with federal goals, and avoid compliance issues.

3. Strengthened Federal Grant Recipient Performance by coordinating with DOL/VETS staff to track recipient progress, providing follow-up support where needed, and embedding a culture of continuous improvement for recipients to implement and refine strategies collaboratively.
