Safal provides high-impact, outcome-driven support to the DOL VETS, delivering data analytics, policy analysis, and performance management expertise across the Office of National Programs (ONP) and the Office of Agency Management and Budget (OAMB). By gaining actionable intelligence from program data for Jobs for Veterans State Grants (JVSG) and the Homeless Veterans' Reintegration Program (HVRP), Safal helped drive meaningful outcomes and services for veterans nationwide. The following spotlight on our work with the U.S. Department of Labor’s (DOL) Veterans’ Employment and Training Services (VETS) demonstrates how our data-driven, predictive technology strategies improve services and outcomes for the nation’s veterans. In the nearly five years serving DOL VETS on this project, we’ve worked alongside 54 State Workforce Agencies and 354 grant recipients to serve more than 282,000 participants across two national grant programs.

The Challenge

DOL VETS needed a trusted, agile partner to modernize their performance management and data systems, ensuring agency-wide transparency and aid the National, Regional, and Field offices in making data-informed decisions. DOL VETS engaged Safal to:

  1. Examine and refine agency/programmatic data analytic capabilities, automating efforts to move from talking point style analysis to action-oriented, comprehensive quarterly data reports and visualizations.
  2. Enhance and streamline participant data cleaning and validation from grantee-submitted reports within the current VETS data environment offering a little-to-no-cost process improvement solution.
  3. Coordinate, review, and manage the development of high-level, public-facing performance and policy deliverables (e.g., VETS Annual Report to Congress, Congressional Committee Reports, Veterans' Program Letters, Grant Officer's Memoranda, Agency Financial Report, Funding Opportunity Announcements, Annual Performance Report, etc.) maintaining adherence to internal style guides and Section 508 standards.

The Solution

Our program management, data analytics, and policy and administration support for the DOL VETS National Office, 54 State Workforce Agencies, and 354 grant recipients, directly enhanced services to over 282,000 veteran participants over five years through:

  1. Consistent, quality program management through Lean Six Sigma practices including a comprehensive Quality Control Plan (QCP) to meet strict Quality Assurance (QA) and Performance Requirements Summary (PRS) standards—on time and error-free.
  2. Data analytics and visualization applying automation to accelerate data preparation and enhance visualizations; and developing clear, detailed documentation and technical guides to support cross-training, maintenance, and scalability of analytics solutions.
  3. Supporting clarity and compliance through comprehensive meeting support and structured workflows that simplified document development for creating Veterans’ Program Letters (VPLs) and Grant Officer’s Memoranda (GO Memos) and supporting the timely exchange of guidance and procedure updates with grant recipients to aid in efficient implementation of policy changes for JVSG and HVRP operations.
