

The U.S. Department of Labor’s Veterans’ Employment and Training Service (DOL/VETS) National Veterans’ Technical Assistance Center (NVTAC) delivers comprehensive training and technical assistance to Homeless Veterans’ Reintegration Program (HVRP) grant recipients and to organizations dedicated to helping veterans experiencing or at risk of homelessness secure meaningful employment. Safal leads NVTAC, equipping both new and established grant recipients with personalized coaching, evidence-based practices, and support to achieve strong outcomes for the veterans they serve. Grant recipients receive ongoing capacity-building support through monthly webinars, virtual learning courses, peer-to-peer learning opportunities, targeted on-demand microlearning videos, and individualized one-on-one coaching for those seeking deeper guidance. NVTAC maintains a strong, collaborative relationship with federal leadership and ensures nationwide coverage of HVRP activities. NVTAC also conducts proactive outreach to organizations serving veterans and individuals experiencing homelessness, helping them understand the value of HVRP and encouraging eligible providers across all states to apply.

DOL/VETS needed to meet agency and federal requirements and execute data-driven outreach to organizations in states without HVRP grant recipients and organizations serving veterans. Through leadership of NVTAC, Safal Partners helped DOL/VETS by:
1. Developing a data-driven approach to identify where HVRP services are needed most.
2. Establishing and employing outreach strategies to engage prospective HVRP grant recipients at the local, state, and federal level.
3. Building a network of contacts to include organizations serving veterans from states without HVRP grant recipients.
Safal Partners developed data and outreach processes enabling VETS to expand services for veterans and meet federal requirements that DOL have HVRP grantee representation in all 50 states. As part of our corporate expertise in leveraging data-driven analysis to design client solutions, we utilized Continuum of Care data to identify underserved – and overserved areas – and implemented a more targeted outreach strategy to prospective HVRP applicants in areas with high populations of unserved veterans and catalyze collaboration among agencies to utilize HVRP resources and services. Our homeless veteran services team accomplished this through:
1. Innovation and Data Utilization by applying federal and local data to identify areas lacking sufficient HVRP grant recipients and leveraging available datasets to map and prioritize communities with elevated rates of individuals targeted for outreach, including justice-involved individuals.
2. Stakeholder Engagement and Interagency Collaboration by collaborating with subject matter experts and community leaders, initiating contact with 30,000+ individuals and agencies with complementary missions, and establishing collaborative relationships with representatives from federal and state agencies.
3. Targeted Communication through hosting bi-weekly information sessions for organizations serving veterans, creating digital resources to engage targets, employing culturally responsive outreach strategies, and building rapport with hard-to-reach communities.
