ExxonMobil Foundation's Teen Engineering and Tech Centers (TETCs)

Project Spotlight

ExxonMobil made a significant investment in broadening the STEM (Science, Technology, Engineering, Mathematics) talent pipeline and partnered with Safal to establish comprehensive metrics to measure program effectiveness, design data collection and evolution tools, and develop a robust reporting system to track impact.

Overview

Safal Partners brings a data-driven, impact-focused approach to program evaluation at the local, state, and federal levels, ensuring initiatives drive measurable change. From education programs to workforce development initiatives, we integrate rigorous research, predictive analytics, and real-time dashboards to help organizations track outcomes, refine strategies, and scale impact.

Our proven mixed-methods evaluation approach demonstrated through our work with ExxonMobil Foundation mixed-method evaluations provides actionable insights that strengthen decision-making at every level of government.

The Challenge

ExxonMobil Foundation launched an ambitious initiative to address the critical need for access to STEM education and careers through innovative Teen Engineering and Tech Centers (TETCs). With two pilot centers opening in Spring and Houston, Texas, in fall 2024, ExxonMobil partnered with Safal to bring a data-driven, impact-focused evaluation approach:

  1. Establish comprehensive metrics for measurable impact to measure program effectiveness across multiple dimensions.
  2. Design data collection processes that capture both quantitative outcomes and qualitative insights.
  3. Enable scalable evaluation with flexible tools and frameworks that support expansion beyond the pilot phase.
  4. Deliver real-time intelligence by developing dashboards and reporting systems that provide timely, actionable insights to stakeholders.

The Solution

Safal Partners developed a comprehensive evaluation framework to ensure data-driven program excellence. Our approach was built on these four key pillars:

  1. Evaluation activities fully aligned with ExxonMobil’s strategic goals by grounding every step in a deep understanding of program objectives.
  2. Clear, actionable performance metrics and research questions were established to ensure a focused and transparent evaluation process.
  3. A rigorous, integrated evaluation model was applied by combining qualitative and quantitative methods with high methodological standards.
  4. Flexible, adaptive evaluation tools enabled real-time adjustments as the program evolved and scaled.
