Safal leads the U.S. Department of Labor’s National Veterans’ Technical Assistance Center (NVTAC), providing strategic guidance and hands-on support to Homeless Veterans’ Reintegration Program (HVRP) grantees nationwide. Through training, technical assistance, and performance improvement support, we help grantees strengthen program delivery, expand employment pathways, and improve outcomes for veterans experiencing or at risk of homelessness—advancing sustainable employment as a key strategy to reduce veteran homelessness.
Result – Equipped grantees to help more than 20,000 veterans enter and maintain employment.
Result – Designed and executed first national grant performance trend analysis to inform program improvements, scale knowledge across grantees.
Safal leads WorkforceGPS, the U.S. Department of Labor’s largest online technical assistance and knowledge-sharing platform. Serving workforce, education, and industry leaders nationwide, WorkforceGPS provides curated resources, communities of practice, and real-time learning opportunities that strengthen program implementation and performance.
Through this national hub, Safal helps scale evidence-based strategies, accelerate peer learning, and improve efficiency and outcomes across the workforce system—ensuring practitioners have the tools and insights they need to drive impact in their communities. Leading largest DOL agency’s online hub for scaling workforce, educational system, and industry leaders’ knowledge to improve program efficiencies and outcomes.
Result – Built a customized virtual event planner tool to accelerate, streamline, and simplify customer requests across 26 DOL agencies.
Result – Provided end-to-end development and facilitation of more than 400 virtual events for over 600,000 people in less than 36 months and more than 550 hours of live training.
Result – Introduced Jira ticketing system for support desk help, resolving an average of 1,500 requests annually, averaging 4.5/5 customer satisfaction rating and introducing online event-related queries via Events Jira to streamline communications.
Safal leads DOL Employment and Training Administration’s (ETA) hub for public workforce system compliance and performance assistance. We collaborate with state and local leaders across multiple agencies to improve services, quality, and outcomes for jobseekers and employers.
Result – Helped 46 states and three U.S. territories improve performance outcomes and meet Workforce Innovation and Opportunity Act (WIOA) compliance requirements.
Result – Created first ever virtual Governance Training and Career Coach Training for all six ETA regions.
Safal led the first national Center of Excellence to accelerate the alignment of state and local workforce, education, and apprenticeship systems to increase opportunities for more Americans and improve multi-agency efficiencies.
Result – Developed first-ever national Power BI dashboard on workforce system (WIOA) and apprenticeship system performance helping federal and state leaders make faster, more aligned, data-driven investment decisions.
Safal’s program management, data collection, reporting, and capacity-building expertise enabled a large county government to deploy $915 million in ARPA funding effectively and transparently across five strategic priorities: health, housing, workforce and education, county operations, and justice and safety. Through rigorous oversight and performance monitoring, Safal supported initiatives ranging from apprenticeship expansion and early childhood education to public health response, housing stability, and violent crime reduction—ensuring federal investments delivered measurable community impact.
Result – Enabled the county to meet 100% of U.S. Treasury reporting requirements.
Result – Ensured that 90 county projects were successfully funded with 151 subawards.

A few notable U.S. Department of Labor (DOL) projects include:
Expansion of registered apprenticeship programs
DOL-designated National Industry Intermediary to grow registered apprenticeship programs in cybersecurity and related tech fields. Included in the White House National Cybersecurity Workforce and Education Strategy.
Result – Built the first DOL-approved AI apprenticeship occupation model in the U.S.
Result – Registered nearly 3,000 apprentices in less than four years.
Next Level Now Collaborative

Registered Apprenticeship Technical Assistance Center of Excellence on strategic partnerships and system alignment
Led the first national Center to accelerate the alignment of state and local workforce, education, and apprenticeship systems to increase opportunities for more Americans and improve multi-agency efficiencies.
Result – Executed first-ever national assessment of registered apprenticeship understanding and utilization by America’s front-line workforce and adult education professionals.
