

Safal is leading the development and implementation of the U.S. Department of Labor’s (DOL) first- ever Registered Apprenticeship (RA) Academy—a national learning platform designed to provide standardized and scalable education and training for the national RA system. Through a combination of instructional design, multi-modal course delivery, stakeholder-informed content, and a centralized resource repository, the RA Academy serves sponsors, apprentices, investment partners, registration agencies, and federal partners with flexible and relevant training to support program success and compliance.

Our proven approach, demonstrated through our work with DOL Office of Apprenticeship (OA), equips organizations with the tools and strategies needed for robust, interactive, and sustainable training.
DOL needed a solution to address inconsistent knowledge, capacity, and implementation across the national Registered Apprenticeship (RA) system that was hindering expansion. The DOL OA National Office partnered with Safal to implement:
1. Learner-centered training design tailored to equip stakeholders with the skills needed to expand RA into new industries and populations.
2. Agile content development processes for on-demand training modules.
3. Expanded training modalities to meet the needs of adult learners and OA’s mission to grow RA nationwide.
Safal Partners leveraged instructional design expertise to create dynamic, relevant, on demand training content tailored to five target audiences for DOL’s new RA Academy housed on Apprenticeship.gov. Safal transformed passive, slide-based video resources into active, self-paced eLearning modules grounded in adult learning best practices through:
1. Agile Content Development by leveraging expertise in rapid eLearning development, template- building, and AI utilization integrating client feedback and revision opportunities and embedding quality assurance and Section 508 conformance checks throughout design and development.
2. Training Designed for Adult Learners by launching a responsive microlearning format, designing multimedia modules with embedded knowledge checks based on adult learning best practices, and introducing role-play branching scenarios where learners’ choices lead to different outcomes.
3. Collaboration with Subject Matter Experts (SMEs) and Stakeholders by engaging DOL National Office SMEs from Wage and Hour Division and the Office of Disability Employment Policy as well as OA Regional Directors and staff and hosting listening sessions with RA Academy users.
Ensuring we have enough skilled workers to protect public and private sector assets and American taxpayers.
